As a Rules AnalystEnvironment Act • Do you have a good understanding of legal rules and are you able to translate complex legal rules into clear language, • Are you able to maintain a clear overview and ensure consistency in the regulations, given that several legal experts are working on the environmental plan at the same time, • Do you have both legal knowledge and communication skills to work with planning lawyers to draw up practical rules for the Omgevingsloket?. Here's how you can help residents and colleagues navigate the planning permission process more smoothly Here's what you'll be doing As a regulatory analyst, you will be working at the intersection of law, language and digitalisation. • You will contribute to the drafting of legal provisions for the Environmental Plan. • You analyse and rewrite existing legal rules so that they are understandable and applicable. • You create and manage applicable rules in the Omgevingsloket: logical decision trees linked to clear forms • You create annotations in the software to link it to STTR-builder and DSO so that an application can be submitted and a permit check can be carried out. • You identify regulatory bottlenecks and put forward proposals for improvement. • You analyse queries from residents, colleagues and supply chain partners regarding the applicable rules in the Omgevingsloket and resolve any issues. • You will work closely with spatial planners, lawyers, policymakers, licensing authorities, regulators and IT specialists. We would prefer a combined role as a regulatory analyst and coordinator for planning permission applications under the Environment Act. Filling the role solely as a regulatory analyst is also an option. As a Planning Permits Manager at Apeldoorn Council, you will oversee applications for planning permits from the preliminary consultation stage right through to the granting of the permit. In short: you make a tangible contribution to the development of homes and businesses. You look for ways, within the framework of all relevant regulations, to make things happen. In practical terms, this means that you: • coordinates and assesses a wide range of building plans and planning applications. You grant planning permission (including in cases where there is a deviation from planning regulations, for both construction and unauthorised use). • ensures that licence applications are properly assessed and processed in a timely manner, in terms of both content and procedure. • carries out the environmental planning assessment itself. For matters such as technical assessment, spatial quality, retail, traffic, ecology and so on, you call on internal advisers where necessary. • It flags up instances where a planning application affects current local authority policy. And it establishes contact with colleagues responsible for this policy. • answers members of the public's questions about building options during face-to-face appointments and telephone or video calls. You'll be working within the Environmental Law & Permits department, covering the entire process of spatial planning, permit granting, supervision and enforcement. Together with around 50 colleagues, we deal with environmental plans and environmental permits in the field of spatial planning. What sets your new team apart ? We are committed. In addition: • Do you have a higher professional education (HBO) or university (WO) degree in Environmental Law or Architecture, or a senior secondary vocational education (MBO) qualification in Architecture supplemented by AWB 1 and 2 (qualifications in the Building Regulations or BBL are an advantage); • Do you have extensive experience in drawing up environmental plans or granting planning permission under the Environment Act and the Wabo as an environmental lawyer and/or planning permission officer?. • Do you have an affinity for environmental planning software systems and/or the planning permission process? • you can quickly analyse information and translate it into clear rules and texts; • You work meticulously and systematically, and are able to adapt to an environment involving several legal and planning professionals and complex cases. Here's what we offer you • A role for 32-36 hours per week for one year, with the prospect of a permanent contract; • A gross monthly salary of up to €5,554 per month (pay scale 10) based on a 36-hour working week. The actual salary will depend on your experience and qualifications. • An Individual Choice Budget (IKB) of 17,45% on top of your salary.
