Within the municipality of Apeldoorn, we are looking for an enthusiastic graduate to help us gain a better understanding of the various procedures we can use for spatial planning initiatives. These include amending an environmental plan, applying a BOPA, working with a programme or implementing a phased BOPA.
The assignment
As a final-year student, you will investigate how the municipality of Apeldoorn can determine, in a clear, efficient and legally sound manner, which procedure under the Environment Act is most suitable for different types of spatial initiatives.
You will gain an in-depth understanding of how the Environment Act works, analyse the differences between the available procedures and consult with colleagues from various disciplines. Based on this, you will develop a practical decision-making guide to help colleagues make the right assessment.
Your responsibilities will include:
• Analysing the characteristics, conditions and legal requirements of the various procedures.
• Mapping out processing times, necessary investigations, opportunities for public consultation and cost recovery.
• Comparing the procedures and highlighting the key differences.
• Testing the decision aid on real-life cases in Apeldoorn.
• Drawing up a clear advisory report containing recommendations for internal working practices.
The end result is a practical tool that helps colleagues to determine, more quickly and with greater justification, which route is best suited to a particular initiative.
What will you learn?
During this work placement:
• You will gain an in-depth understanding of the Environment Act and the associated instruments.
• You will learn how legal, administrative and procedural aspects come together in practice.
• Gain experience in policy analysis, process design and translating complex subject matter into practical tools.
• You will be working alongside planning permission officers, lawyers, project managers and policy officers.
• Are you delivering a tangible product that will actually be used within the organisation?.
Who are we looking for?
We are looking for a final-year student who:
• You are studying for a higher professional education (HBO) or university (WO) degree in public administration, urban planning, law, spatial development or a similar subject.
• Curious, analytical and meticulous.
• Enjoys organising complex information and making it easy to understand.
• Enjoys working as part of a team, but is also able to work independently.
• An interest in spatial planning or legal issues (an advantage, but not essential)
